This Refund & Dispute Resolution Policy explains the procedures followed by Buysafe, an escrow transaction facilitation service operated by FOH-PEE ENTERPRISE, a sole proprietorship business registered under the laws of Ghana.
This Policy applies to all transactions facilitated through buysafe.prierz.com.
By using Buysafe, Buyers and Sellers agree to comply with this Policy.

1. INTRODUCTION
Buysafe is designed to provide a safer transaction environment by facilitating escrow arrangements between Buyers and Sellers.
Buysafe does not sell goods or services and is not the owner, manufacturer, supplier, or purchaser of items involved in transactions.
Buysafe’s role is limited to facilitating the secure handling and release of funds according to agreed transaction conditions.
Refunds and disputes are handled based on:
* The agreed transaction terms;
* Evidence provided by the parties;
* Communication records;
* Applicable laws;
* The principles of fairness and good faith.

2. DEFINITIONS
Buyer:
The individual or business providing payment for goods or services.
Seller:
The individual or business providing goods or services in exchange for payment.
Transaction:
An agreement between a Buyer and Seller facilitated through Buysafe.
Escrow Funds:
Money temporarily held or controlled through the Buysafe process pending completion of agreed transaction conditions.
Dispute:
A disagreement between Buyer and Seller regarding a transaction.
Refund:
The return of funds to a Buyer after a transaction has been cancelled, rejected, or resolved in the Buyer’s favour.

3. GENERAL REFUND PRINCIPLES
Buysafe does not automatically approve refunds.
Refund decisions depend on:
* The terms agreed between Buyer and Seller;
* Whether the Seller fulfilled their obligations;
* Whether the Buyer received the agreed goods or services;
* Evidence provided by both parties;
* The outcome of the dispute resolution process.

4. WHEN A BUYER MAY REQUEST A REFUND
A Buyer may request a refund where:
* The Seller fails to deliver the agreed goods or services;
* The goods received significantly differ from the agreed description;
* The Seller violates the transaction agreement;
* The Seller and Buyer mutually agree to cancel the transaction;
* Fraud or misrepresentation is reasonably suspected.

5. WHEN A REFUND MAY NOT BE APPROVED
A refund may not be granted where:
* The Buyer changes their mind after receiving the agreed goods or services;
* The Buyer failed to inspect or verify goods within the agreed inspection period;
* The Buyer provides false information;
* The dispute is based only on personal preference;
* The Seller has fulfilled the agreed transaction obligations.

6. SELLER RESPONSIBILITIES
Sellers using Buysafe agree to:
* Provide accurate descriptions of goods or services;
* Deliver within agreed timelines;
* Provide proof of delivery or completion where applicable;
* Respond promptly during disputes;
* Act honestly throughout transactions.
Failure to meet these obligations may result in funds being refunded to the Buyer.

7. BUYER RESPONSIBILITIES
Buyers agree to:
* Provide accurate transaction information;
* Review transaction details before payment;
* Inspect goods or confirm service completion;
* Raise disputes promptly;
* Provide truthful evidence when requesting refunds.

8. DISPUTE REPORTING PROCESS
A party who wishes to raise a dispute should contact Buysafe through the official communication channels:

9. DISPUTE REVIEW PROCESS
Upon receiving a dispute, Buysafe may:
1. Confirm receipt of the complaint;
2. Review transaction records;
3. Contact both Buyer and Seller;
4. Request supporting evidence;
5. Evaluate the circumstances;
6. Determine an appropriate resolution process.
Evidence may include:
* Photos or videos;
* Delivery confirmation;
* Invoices;
* Agreements;
* Messages;
* Payment records;
* Other relevant documents.

10. POSSIBLE DISPUTE OUTCOMES
After review, Buysafe may determine that:
Option 1: Release Funds to Seller
Where evidence shows that:
* Goods/services were delivered as agreed;
* Buyer’s complaint is unsupported;
* Seller fulfilled obligations.

Option 2: Refund Buyer
Where evidence shows that:
* Seller failed to fulfil obligations;
* Goods/services were materially misrepresented;
* Transaction conditions were not satisfied.

Option 3: Partial Settlement
Where appropriate, Buysafe may facilitate:
* Partial refunds;
* Adjusted payments;
* Mutual settlement agreements.

Option 4: Escalation
Where Buysafe cannot reasonably determine a fair outcome, parties may be advised to seek external legal resolution.

11. REFUND PROCESS
Where a refund is approved:
* Refunds will be processed through the available payment method or agreed alternative method;
* Processing time may depend on payment providers and banking institutions;
* Applicable transaction charges or non-refundable service fees may be deducted where permitted.

12. SERVICE FEES AND REFUNDS
Buysafe service fees cover the provision of escrow facilitation services.
Unless otherwise required by law:
* Completed service fees may not be refundable;
* Payment processing charges may not be refundable;
* Refunds may only apply to eligible transaction amounts.

13. FRAUDULENT CLAIMS
Buysafe reserves the right to reject disputes or refund requests involving:
* False claims;
* Manipulated evidence;
* Fraudulent behaviour;
* Attempts to abuse the escrow system.
Users engaging in fraudulent activities may have their access restricted and may be reported where legally required.

14. TRANSACTION CANCELLATION

Buysafe acts only as an escrow transaction facilitator.
Buysafe is not responsible for:
* The quality of goods supplied;
* The actions of Buyers or Sellers;
* Delays caused by shipping companies or third parties;
* Losses resulting from private agreements outside the Buysafe platform.

16. BAD FAITH TRANSACTIONS
Buysafe may suspend or refuse services where transactions appear intended to:
* Defraud another party;
* Launder money;
* Circumvent legal requirements;
* Misuse the escrow system.

17. GOVERNING LAW
This Refund & Dispute Resolution Policy shall be governed by the laws of the Republic of Ghana.
Parties agree to first attempt good-faith resolution before pursuing formal legal action.
